George - Sergiu Niculescu was appointed Secretary of State in the Ministry of Energy on March 16, 2021. Prior to his appointment as Secretary of State, George Niculescu served in the Public Administration as Prefect of Constanța County .
Until 2019, the professional activity is related to the private sector, where he combined business with one of his great passions that he now pursues in the capacity of an expert: Energy. The Secretary of State is a master student in “Energy Business Administration” within the Academy of Economic Studies-Bucharest and a graduate of the Faculty of Law within the Ovidius-Constanța University.
Mr. Zoltan Nagy – Bege has more than 10 years' experience working on energy regulatory activities since 2007 as General Director for gas market, regulations for electricity, renewables, energy efficiency and cogeneration. Also he was involved on approving the Romanian Energy Regulatory Authority (ANRE) regulations as member of the Regulatory Board of ANRE for 5 years.
Since October 2017, Mr. Zoltan Nagy – Bege was appointed as ANRE Vice-President for 5 years term by the Romanian Parliament and he is the Head of the Energy Efficiency Department within ANRE.
Prior to working to the Romanian Energy Regulatory Authority (ANRE), Mr Zoltan Nagy- Bege has an important activity since 2000 on managing companies and being member on regulatory board for the Romanian administration.
He graduated the Economical Sciences and Management from Babes - Bolyai University from Cluj Napoca in 2000 and took part in several training programs in management like CODECS – The Open University Business School in 2008-2009.
Ciprian is the President of the Romanian Photovoltaic Industry Association (www.rpia.ro) founded in 2012 whose purpose is to create a business environment for networking among Romanian and international authorities and all the other foreign and Romanian companies involved in the PV supply chain.
Ciprian is the annual correspondent of World Bank for producing the construction section of the World’s Bank publication: Doing Business in Romania. He has been awarded with the title of “Energy Lawyer of the Year 2011 in Romania” by AvocatNet.ro, a leading online business publication in Romania.
Ciprian advised institutional investors, large utility companies and banks trough all phases of a renewable energy projects, commencing with simple or complex structures for securing the lands underneath the projects, obtaining all permits required for the development and connection to the grid, testing and commissioning, organizing the virtual data rooms for the sale of the projects and during the financing of the renewable energy projects..
Sebastian Enache has more than 15 years experience in wind industry consultancy, services and company management. As co-founder of Wind Power Energy, in 2007, a Monsson Group company, Sebastian began his career in one of the first consultancy companies in renewable energy in Romania, coordinating more than 150 wind measurement campaigns all over Europe and designing more than 2400 MW of wind farms including the largest onshore wind farm in the world, outside US, Fantanele-Cogealac 600MW wind farm currently owned buy CEZ. As a certified engineer and wind expert, Sebastian developed and coordinated one of the first private forecasting services for RES in Romania and conducted data certification campaigns for the industry, introducing on the market the latest state-of-the-art technologies such as LIDAR and SODAR. Starting with 2010 Sebastian set-up the first private dispatch center in Romania and one of the first in Europe, that is now accommodating successfully more than 35% of Romanians RES capacity. In 2014 Sebastian became Member of the Board of Directors in Monsson where he handled the M&A process of EMON Electric.
Florian focuses project development and legal matters. As a co-founder he has been with Kraftfeld since 2009. He started his career advising international energy companies on their expansion in CEE. He built up his expertise in renewable energy while working at an energy investment firm. Florian holds a master's degree in Law from the University of Vienna and a master's degree in Information Technology for Business from the Vienna University of Technology.
Silvia Vlăsceanu is executive director within ACUE, the Federation of Associations of Energy Utility Companies since October 2008. ACUE Federation was constituted in order to represent, support and protect the interests of its members in relations with public authorities, trade unions and other legal entities and individuals, both nationally and internationally, according to its statute and in accordance with the law.
With extensive experience in the energy field, Mr. Adrian Goicea has been the Chairman of the Supervisory Board of CNTEE Transelectrica SA since November 2019.
In his career, Mr. Goicea has held the position of Director of an energy consulting company, leading over time various country projects for Romania, including the mammoth project of Iberdrola Renovables (1200 MW), but also various development projects for wind energy in Romania.
Between 2001 and 2003, Mr. Adrian Goicea held the position of General Manager of OPCOM SA, a subsidiary of CNTEE Transelectrica SA, promoting the company within the international associations of stock exchanges and energy market operators, APEX (worldwide) and EUROPEX (European level). ), contributing to raising the prestige of OPCOM at the level of the most appreciated entities in the field. Between 1979 and 1985, Mr. Adrian Goicea worked in the field of diplomacy, in the position of Diplomat - Secretary II, being responsible for economic and consular issues in relation to the Korean DPR. Mr. Adrian Goicea has a degree in economics, graduating from the Academy of Economic Sciences (1972-1977), also attending specialization and training courses in the field of accounting and renewable energy.
Lauru Badita is the Country Manager Romania for Photon Energy, a company that delivers solar energy and clean water solutions around the world. He is an experienced renewable energy developer and a gradaue of the Universitatea Dimitrie Cantemir University with a degree in Economics.
Nikola is the Director of Enery Element GmbH, a developer and investor in renewable energy infrastructure with focus on Central and Eastern Europe. The company covers the entire value chain with regards to development, financing, construction and long-term operation of renewable power plants and energy storage systems. Nikola has 14+ years of experience in renewables – project development of solar and wind power plants, management of EPC activities, team building, investments, power markets, regulations, electric vehicle charging infrastructure. CEO of Renergy – an engineering company with 5GW+ designed RES projects worldwide. Former Business Developemnt Director for juwi Solar GmbH. Co-founder and Chariman of the Bulgairan Photovoltaic Association and a memeber of the Strategy Committee of SolarPower Europe since 2010. Extensive public affairs, development and engineering expertese. Masters degree from Ludwig-Maximilians Universität, München. Executive Education at Harvard Business School. Political Management at Bulgarian School of Politics.
Roxana has fifteen year-experience in project finance, corporate lending and M&A advisory in Eastern Europe. While working in the Energy team at the EBRD, she was involved in a broad range of transactions in the electricity sector in generation, transmission and distribution across the whole spectrum of capital structure: debt, equity and mezzanine. In addition to working on EBRD projects, she was involved in policy dialog with state authorities and regulators on supporting them implement support schemes for renewable projects, tariff methodology for gas and electricity distribution in relation to EBRD’s investments.

Established at the end of 2006, AFEER-the Romanian Energy Suppliers Association is a professional, non-governmental, nonprofit, independent and apolitical organization, being the only professional association dedicated to electricity suppliers in Romania.
