Join us at the fourth annual edition of the most important event in Romania dedicated to energy efficiency and sustainable energy program development!

The oportunities and challenges of implementing energy efficiency programs as the next step in Romania’s energy strategy will be debated in the largest conference dedicated to this sector in Romania, the Romanian Energy Efficiency Forum 2017, organised by the Romanian Association for Promoting Energy Efficiency and GOVNET Conferences. 

The Romanian Energy Efficiency Forum 2017 is a perfect networking platform that will create new ventures and investment opportunities in the area of sustainable and energy efficient program development in a crucial moment for the implementation of the 2012/27/EU Directive to Energy Efficiency. 

The Forum speakers will provide the latest information to help your company adapt and comply to the Directive requirements - it will also involve you in the debate that shapes the future directions of Romania's energy markets and energy services development.

The event is created to generate business ventures and present the investment opportunities in Romania's energy efficiency programs as well as to connect government representatives and regulatory authorities with private companies.

Registration conditions: The program and the speakers are subject to change. Should the conference be cancelled due to force majeure, unavailability of the conference venue, speakers being prevented or for other good cause, the organizer reserves the right to cancel the conference. In case of cancellation all participants will be informed promptly. In this case, all registration fees will be reimbursed.

Payment: Payment can be made by bank transfer prior to the event. Please take into consideration the limited seats availability, therefore we recommend that registrations are made prior to the week of the event.

Hotel: Exclusively for you we have got a limited number of rooms available at special rates in the InterContinental Hotel Bucharest. In order to accommodate you together with the other participants, please reserve your room by no later than one week before arrival.

Substitution and cancellation policy 

After registering for the Event, if you cancel your attendance more than one week prior to the date of the Event, you will receive a full refund of the amount of your payment. If you cancel within one weeks of the date of the Event, you will not be eligible for a refund; however, substitutions can be arranged with no extra cost from within a company or organization. No refunds for no shows. Cancellation requests must be received in writing.

The Conference Organizer will collect and store your personal datafor the preparation and execution of the conference as well as to inform you about future projects related to your sector and line of work. Razvan Grecu
Chairman of the Romanian Association for Promotion of Energy Efficiency (ARPEE)
Razvan Grecu is Chairman of the Romanian Association for Promotion of Energy Efficiency (ARPEE) since June 2017. He is the head of strategy and public affairs in ENGIE Romania since 2012 when he joined the company from a advisory firm.
COO & Executive Board member CEZ ROMANIA

She began her career at IRE Botosani, a company subordinated to the Industrial Electric Networks Plant, part of the Ministry of Energy; worked as a trainee engineer, became the Head of Investment and in 1991 was the first female Technical Director of the National Energy System. In 1994, her career led to the position of Director of Supply – Investment division in SC Electrica SA, the Botosani subsidiary and in 2000 became CEO of Botosani FRE part of SC Electrica SA. From 2002 to 2005, she was Director in the General Control Directorate of Electrica SA Bucharest, the national company for distribution and supply of electricity. Subsequently, Mrs. Vornicu joined Transelectrica in the position of Head of International Projects, in order to start the 400 kV Romania - Turkey submarine cable project and other interesting projects on interconnection with neighboring countries. In 2006, she entered the private sector, joining CEZ: she was Director of Maintenance, also established the Department for non-technical losses and Risk Manager in wind project of Fantanele and Cogealac. During July 2009 - July 2014, Mrs. Vornicu was Executive Director and Member of the Executive CEZ Distributie, and became Chief Operating Officer of CEZ Group in Romania starting 1 July 2014.

Alessia Endellini
Policy Officer at EFIEES, the European Federation of Intelligent Energy Efficiency Services

Alessia Endellini works since March 2017 as Policy Officer at EFIEES, the European Federation of Intelligent Energy Efficiency Services, based in Brussels.

She has worked in the European Parliament for an Italian MEP, mainly focusing on environmental and energy-related topics, and has collaborated with a research institute in Frankfurt, Germany, providing consulting services. She holds a master in International Relations from the University of Pisa, Italy. 


Gheorghe Dobra
CEO and Member of the Board ALRO

Gheorghe Dobra, Phd, Executive MBA, graduated from the Bucharest Polytechnic Institute. He joined Alro in 1984 and has held various engineering and executive positions since. Mr. Dobra is currently the CEO and member of the Board of Directors of the smelter.

Corneliu Rotaru
Expert, Energy Efficiency

Mr. Corneliu Rotaru, PhD, is an independent energy expert, acting as consultant for the European Investment Bank ( EIB). Previoussly  he was the Director for Energy Efficiency Projects and Authorization Division at the National Regulatory Authority for Energy since 2009. He also served as high level advisor, director and general director at the National Regulatory Authority for Energy. Currently he advises on a Large Infrastructure Operational Program (POIM), part of the programs whose funding is provided through European funds in partnership with the Romanian Government. The program is run by the Managing Authority of the Ministry of Regional Development, Public Administration and European Funds with technical assistance from the European Investment Bank (EIB).

Carmen Badici
Engineer, member of “Light Smart System” project team Luxten Lighting Company SA

Ms. Badici works as engineer within the Research Innovation Development Division of Luxten Lighting Company SA, being a member of “Light Smart System” project team. She has experience in implementing telecommunication networks development projects (optic fibre), concept and design applications for monitoring and managing telecommunications networks and public lighting. She is also trainer of the program for implementing networks infrastructure applications.

Daniela Ionescu is Principal Municipal Infrastructure Specialist at the European Bank for Reconstruction and Development (EBRD).

Oana Mogoi

Oana Mogoi is the Coordinator of Energy Team, Project Finance at BCR.

Mihai Tudorancea
Managing Director, TUD Financial Solutions

Mihai is the founder of TUD Financial Solutions. He has more than 12 years of experience in the public sector, has started as an Expert in International Relationships for SNSPA, responsible for the development and implementation of external financing projects. Until January 2007 he worked as a Project Manager for Raiffeisen Capital and Investment (investment bank of the year in 2006 in Romania). Here he accumulated a vast experience in structuring numerous projects with a total value of approximately 60 million EURO (municipal bonds and hybrid structures), for some of the biggest cities in Romania. In 2004, Mihai was the beneficiary of a scholarship from the Copenhagen Business School for an internship program at Danish International Investment Fund (Department of Development Projects), part of the MBA program with specialization in Finance from the Central European University Graduate School of Business (Budapest, Hungary). Mihai has also a Master in International Projects Management, he completed the Program of Public Financial Management at Harvard Kennedy School; he also attended university courses of International Economic Relations.

Bogdan ANTON
Project Manager - Energy Transition TRACTEBEL ENGINEERING

Mr. Bogdan ANTON is a senior consultant in energy efficiency and regulatory issues, being an active member of our teams for energy efficiency, power generation or infrastructure projects. He has experience in promoting energy performance contracts in Romania by coordinating the EU / EBRD - GEF Project - "Opening up the Market for ESCO Energy Services Private Companies – Support for the Implementation of the Project in Romania", with direct involvement in the implementation and training phase for local authorities. Mr. Bogdan Anton has also been involved in IFI projects in Romania such asEU / EBRD - EEFF (Energy Efficiency Finance Facility), EU / EBRD - RoSEFF (Romanian Sustainable Energy Finance Facility), EU / EBRD MFFEE (Municipal Financing Facility for Energy Efficiency) and others. He has extensive experience in the field of energy efficiency training, regulation, pricing and tariffs in the field of energy and Energy Performance Contracts (EPC). His past experience (as a regulatory expert) includes the analysis of new investment projects in the energy sector (investments in energy efficiency, district heating systems, renewable sources and cogeneration) as he worked for the National Regulatory Authority for Energy - ANRE.
