George Niculescu
President of the Romanian Energy Regulatory Authority

George Niculescu is the President of the Romanian Energy Regulatory Authority (ANRE).  Previously to his appointment he was State Secretary in the Romanian Ministry of Energy since March 2021, where he was dealing especially with electricity, natural gas and oil topics, as well as with energy security in the energy transition context.

Previously to his appointment in the Ministry, Mr. Niculescu held the position of Governor for Constanţa County until October 2020, managing the activity of the Government in this region. Mr. Niculescu holds a BA in Law (2004) and a MBA in Energy Entrepreneurship (2018) awarded by the Academy of Economic Studies from Bucharest. 

 

Bogdan Toncescu
Member of the Directorate - National Electric Energy Transport Company Transelectrica S.A

Bogdan Toncescu has been active within CNTEE Transelectrica SA since 2014, holding the position of Director of the Corporate Governance, Investor Relations and Representation Department. From this position, he coordinated the development of the corporate governance strategy at the level of the Company.

In the period 2008-2014, Mr. Toncescu carried out his activity within the Government of Romania, as an advisor in the structures of several ministries (Ministry of Foreign Affairs; Ministry of European Affairs; Department for European Affairs; Department for Infrastructure Projects and Foreign Investments; Ministry of Transport). Also, between February and August 2012, he held the position of adviser in the Department of International Relations and European Policies within the Presidential Administration.

Since 2010, Mr. Bogdan TONCESCU is a member of the New York State Bar. In fact, Mr. TONCESCU started his career in the USA where he worked as an intern at the Consulate General of Romania in New York and then at the Permanent Mission of Romania to the United Nations (New York), and as a consultant at the World Bank ( Washington).

Graduate of Binghamton University, State University of New York – Bachelor of Arts in Political Science, Specialization in International Relations (January 2000 – June 2003), graduated in 2007 from the Faculty of Law at Hofstra University School of Law. Between January and March 2003, he followed a study abroad program to complete his major in International Relations at the National University of Singapore.

Catalin Costache is the General Director of the General Directorate Management Mechanism of Recovery and Resilience, Ministry of Investment and European Projects.

Alexandra Bocșe
State Adviser and Head the Department of Climate and Sustainability within the Presidential Administration

Alexandra Bocșe is a State Adviser and heads the Department of Climate and Sustainability within the Presidential Administration. The department performs analysis functions, recommends measures and helps set the national direction in the areas of green transition, adaptation to climate change, green finance and environmental and climate education.

Prior to joining the Presidential Administration, Alexandra Bocșe worked in analysis and research in the fields of European and International Affairs, Energy Governance and International Political Economy of the Environment and Climate within academic and intergovernmental organizations (University of Cambridge, LSE, European institutions and the UN system, etc.). Alexandra Bocșe graduated in 2017 with a PhD from the University of Cambridge with a dissertation on energy governance in the European context.

Country Manager Romania at Photon Energy

Lauru Badita is the Country Manager Romania for Photon Energy, a company that delivers solar energy and clean water solutions around the world. He is an experienced renewable energy developer and a gradaue of the Universitatea Dimitrie Cantemir University with a degree in Economics. 

Adrian Stan
Chairman of the Board, AJ RENEWABLES

Based in Spain for over 8 years, Adrian worked as an CEO in Grupo Cobra, an international renewables energy group and further activities covered the creating and managing of a international BOS and EPC company. His work covered : Integration into strategic markets in the renewable energies sector ; Vertical value chain integration of each project: BOS, EPC and O&M-engineering, procurement, construction, installation, monitoring, operation and maintenance; Identifying/sourcing suitable investments in renewable energy; Leading acquisitions, financing, operation and disposal of assets; Overseeing development and project management; Supervision, inspection and commissioning for each construction phase; Managing revenues and expenses for assets under management.

Cătălin Cepișcă
Senior Director, Energy, Utilities and Metals Department, Raiffeisen Bank

Cătălin is a banker with 20 years’ experience in financing companies, leading sales and product teams in the corporate customers area. He is responsible for servicing and advising corporate customers active in the energy, utilities and metals industries, with a focus on promoting renewable energy and ESG practices. His area of expertise includes the entire range of lending products, transaction structuring, analysis of companies from a financial perspective and business models. Cătălin is passionate about modern art and neuro-sciences. He is a certified trainer and business coach.

Oana Ijdelea
Managing Partner, Ijdelea &Associates

Oana-Alexandra Ijdelea is the managing partner of Ijdelea & Associates. She is unanimously acknowledged for successfully handling landmark and first-to-market energy projects, assisting investors from planning throughout the entire operational chain and undertaking complex issues relating to business development and investment in Romania. Drawing on a 17-year career as a business lawyer, she routinely advises clients on the most challenging and strategic matters involving C-suite decision-making. Andrei Gavriliță, member of the Libra Internet Bank team for the last 15 of his 20 years of banking experience, holds a degree in Cybernetics from the Bucharest University Of Economic Studies, as well as an Executive MBA Diploma from ASEBUSS. As one of the most experienced corporate finance professionals within the organization, Andrei initiated the green energy sector approach as part of the successful niche strategy of Libra in recent years.

Lorena Voicu
Chief Financial Officer, Alive Capital

Lorena Voicu joined Alive Capital’s team in March 2022 as the company’s Chief Financial Officer. She graduated from Bucharest Academy of Economic Studies, Faculty of Accounting and Information Systems, she is an ACCA Fellow (Association of Chartered Certified Accountants), an ASPAAS member (Authority for the Public Oversight of the Activity of the Statutory Audit) and a CAFR member (Chamber of Financial Auditors of Romania) with a prestigious experience of over 16 years in Big 4 companies. In her previous experience, Lorena managed complex audit projects for prominent Romanian and multinational companies, as well as audits of public interest entities and listed entities, mostly from Power and Utilities and Oil and Gas industries.

Cristina Gavrilă

Cristina is a qualified Romanian lawyer, currently Co-Head of both the Corporate M&A and the Energy practices of Glodeanu Partners. Well-known and with an excellent reputation in the business law environment in Romania, with broad experience gained for more than 15 years in multinational law firms and within the entrepreneurial environment, Cristina is recognized by our Clients as a solid negotiator.

She started her career in 2006 with the Bucharest office of Gide Loyrette Nouel, being heavily involved in advising top French-based clients on their investments in Romania. In 2008 Cristina joined the Bucharest office of White & Case LLP, where she operated for almost 10 years as an M&A, corporate and commercial lawyer, part of the most important legal projects at the time. Ciprian Glodeanu

Ciprian is one of the most well-known energy and real estate lawyers in Romania and the former President of the Romanian Photovoltaic Industry Association founded in 2012 whose purpose is to create a business environment for networking among Romanian and international authorities and all the other foreign and Romanian companies involved in the PV supply chain.

Ciprian is currently proudly and laudably wearing two hats at the same time, being a lawyer and a renewable energy projects developer. In addition to a great lawyer, he is one of Founding Partners of 4P Renewables and General Manager of AJ Renewables, two of the biggest players on the Romanian renewables market.

Mihaela Ciocirlea

Mihaela is our Glodeanu Partners Co-Managing Partner and Co-Head of the Corporate M&A practice. Mihaela started her career in 2008 and has previously worked with two top-tier international law firms with presence in Romania on landmark transactions. Corneliu Bodea
CEO Adrem & President of Romanian Energy Center

The Romanian entrepreneur Corneliu Bodea is a shareholder of the international ABBC Group and CEO of Adrem. A brand with 30 years of history on the Romanian market, Adrem consists of three companies active in the energy industry – Adrem Invest, Adrem Engineering, Adrem link. Corneliu extended his engineering education with management studies and an MBA from the Open University, UK, and most recently with the Board Director’s Programme at Henley Business School.

Since 2014, Corneliu Bodea was elected President of the Romanian Energy Center (CRE), a non-governmental organization which activates in the energy industry, effective both in Romania and Brussels. CRE represents the interests of the main stakeholders on the Romanian energy market and facilitates communication with their corresponding European interlocutors, while also providing a European platform for dialogue for the energy industry.

Favieli Stelian
Managing Partner of Nofar Energy

Favieli Stelian has over 20 years of international experience in real estate, renewable energy, business, finance and accounting. Today living in Romania and is the managing partner of Nofar Energy. In the past, he was the CEO of Shikun & Binui Romania (listed in the stock exchange in Israel) from 2010 till end of 2021. Prior to that, Mr. Stelian was a director/ manager of several Israels companies both in Israel & Romania.

Favieli Stelian has a master degree in law for accountants drom Bar-Ilan University, specialized in capital funds, intellectual property, international commerce. A Bachelors degree in business administration and is a certified public accountant.

Florin Mutu
Country Manager at Astronergy Solar RO

Florin Mutu is an energy engineer, graduated in 2010 from the Faculty of Energy at the Politehnica University of Bucharest. He started his activity as an energy engineer by participating in the implementation and operation of a project of a cogeneration power plant, then he continued his activity in an electricity supply and trading company, and then he turned his attention to the production of energy from renewable sources, especially towards solar energy, the integration of these production sources in the National Energy System, the trading of energy and green certificates produced and the management of photovoltaic plants. In the last two years, he has participated in several Due Diligence processes, both as a seller and as a comparator, succeeding in concluding both sale and purchase transactions of photovoltaic power plants.

Daniel Vlăsceanu

Daniel Vlăsceanu is an experienced lawyer with a deep commercial acumen refined through the multiple projects he has managed. Daniel represents a unique mixture of pure legal consultancy (gained within one of the largest regional foreign law firms) combined with more than 10 (ten) years of applied business perspective (developed within the largest oil and gas integrated group in the SEE region). As an external lawyer, Daniel collaborated for several years with a renown litigation law firm prior to joining the Bucharest office of a foreign law firm.
