EY Romania has finalized the programmatic document for the digitization of public services

EY Romania has completed the project "Establishing the framework for the development of e-government tools", whose beneficiary is the Authority for the Digitization of Romania (ADR), in partnership with the General Secretariat of the Government (SGG). The government project aimed to increase the capacity of public institutions and authorities in Romania to develop and implement e-government solutions for 36 types of public services related to important events in the lives of individuals and legal entities.

The strategic public policy document in the field of e-government developed by EY, the last stage of this project, proposes the necessary steps by which Romania can reach a level of digitalization of public services that meet the needs of citizens, in line with general community goals Europe.

“Romania now has the chance to make rapid progress in the process of digitizing public services, so as to honor its citizens promptly, respectfully and efficiently, through digital / electronic means, without the obligation to to appear at the counter of the authorities, when it is not necessary. Public institutions must take into account the need to exchange data with each other in order to become interoperable, so that the citizen is no longer obliged to provide documents that institutions already have in databases, and the implementation of these services becomes possible while respecting European principles of digital governance, especially the one-time one" says Carmen Adamescu, Partner, Consultancy, EY Romania.

In the elaboration of the Public Policy Proposal, the EY Romania team identified, analyzed and optimized, in order to become digital, all the processes in all public institutions that support the “36 life events”. From the analysis focused on these events, it resulted that without a legislative framework, functional interoperability and digital competences in the responsible public institutions, process automation and / or digitization cannot be implemented.

At present, the public institutions concerned have all the necessary elements to take the recommended measures and start the projects through which they digitize public services for citizens related to the 36 life events, funded by the POC 2014 - 2020. funding will close in 2023, the time allocated to project implementation becomes critical, with a window of opportunity of up to 3 years.

Furthermore, it is up to the authorities to orchestrate all the necessary measures so that the roadmap proposed by the EY consultants can be followed coherently and sustainably, in its entirety, not just on time, for single interventions.

In the long run, the Public Policy Proposal developed by EY Romania comes with an organizational governmental architecture that supports sustainable, integrated and interoperable digital development over the next 10 years and with three sets of problem-solving options identified with specific measures.

The authorities can choose between adopting a complete package of measures (with minimal, essential and complementary measures that contribute to accelerating the evolution of the e-government field), adopting and implementing only the measures considered strategic for the development of the e-government field in Romania and maintaining the status quo. according to which electronic public services continue to develop ad hoc, without establishing a complete set of measures.

Concrete post-adoption measures have also been formulated in the proposal, which must be taken into account for the period immediately following the adoption of the new public policy framework.

The public policy proposal in the field of e-government is structured in nine chapters and six annexes and can already be accessed on the ADR website.

The wording of the proposal was based on an in-depth analysis of the entire legislative, operational, procedural, informational framework (IT infrastructure) that supports electronic public services, as a whole, in identifying development needs.

At the same time, it involved an approach to clarify the roles, responsibilities and responsibilities at the level of public administration in the field of information system associated with life events, from the perspective of possible overlap of roles and responsibilities between institutions; defining in detail the requirements related to the adoption of the new legislative, organizational, procedural, informational framework (necessary IT infrastructure), in order to successfully implement the existing initiatives in Action Area I, in the National Strategy on the Digital Agenda for Romania 2020; elaboration of a unitary legislative framework for the implementation and management of e-government services and development of a national catalog of IT solutions for e-government.

All the activities included in the project took place between February 2018 and September 2020, and the project team consisted of 40 experts, analysts and trainers, led by Carmen Adamescu, EY Romania Partner.
